Training & Education IUOE Job Corps Rising to New Challenges International Union of Operating Engineers International Training & Education Center • Focusing on recruitment for our programs by participating with Local unions in recruitment drives and recruiting independently at high schools, vocational schools, and job fairs THE IUOE NTF Job Corps program recently completed the first year of a new five-year contract with the Department of Labor Employment and Training Administration. NTF Job Corps has continuously provided pre-apprenticeship training for youth ages 16 to 24 over the past 53 years and currently has training programs in the occupations of Heavy Equipment Operator, Heavy Construction Equipment Mechanic, Asphalt Paving and Stationary Engineer. The new five-year contract comes with many traditional program performance targets, but also includes an additional new requirement to meet mandatory apprenticeship placement goals. The first two years require a minimum of 20% of the placed program graduates enter a registered apprenticeship and increases to 25% for the remaining three years of the contract. The NTF Job Corps program is rising to the challenges of the new contract requirements. Focus has been placed on apprenticeship placement development in a variety of ways: • Developing new partnerships and strengthening existing partnerships with IUOE Local unions • Revitalizing the process of direct referrals; a Local can refer an individual interested in becoming an Operating Engineer to the IUOE pre-apprenticeship program in Job Corps; upon graduation returning to the local to make application into the apprenticeship program • Routine communication with Locals to ensure we are providing skills and training to each participating Local’s specific needs • Acquiring new recruitment booth displays to attract potential applicants • Identifying students early in their enrollment that are committed to entering a registered apprenticeship program and meet basic entry requirements • Providing OSHA 10 Construction Certifications, OSHA Forklift Certifications, CDL’s and other specific training upon the request of Local unions within our training capacity The first-year overall ratings for the IUOE NTF Job Corps goals achieved 115.1%, which means the program exceeded the established goals set by the Department of Labor. Even more impressive was the accomplishment of achieving an apprenticeship placement rate of 27.57%, far exceeding the mandatory requirement for year one. The accomplishments were made possible through the commitment and dedication of all NTF Job Corps staff and numerous supporting Local unions.
